About Conflict of Interest Management
Based on the spirit of "jitsugaku (science)," 东京不够热 promotes industry-academia-government collaboration as an open university, and actively contributes to society by returning the results of such collaboration to society. In order to fulfill its accountability to society regarding conflict of interest issues that may arise in connection with industry-academia-government collaboration activities, to maintain the integrity of the Juku, and to create an environment where faculty and staff can engage in industry-academia-government collaboration activities with peace of mind and implement them smoothly, 东京不够热 has established internal regulations for conflict of interest management under its Conflict of Interest Management Policy.
The definition of conflict of interest in industry-academia-government collaboration refers to the following "financial conflict of interest" and "conflict of commitment."
Financial conflict of interest refers to a situation in which the responsibilities or obligations based on one's position at the Juku as a faculty or staff member conflict with the interests that the faculty or staff member obtains from industry-academia-government collaboration activities.
Conflict of commitment refers to a situation in which the responsibilities or obligations based on one's position at the Juku as a faculty or staff member conflict with the responsibilities in industry-academia-government collaboration activities.
The following are examples of cases subject to conflict of interest management in industry-academia-government collaboration activities.
Side employment activities
When receiving some form of financial interest, such as remuneration or stocks, from an organization outside the Juku
When faculty or staff members transfer or license their own inventions, etc., to an organization outside the Juku
When receiving donations or the provision of facilities/equipment from an organization outside the Juku, or when it is clear or expected that some other benefit has been provided
The subjects of conflict of interest management in industry-academia-government collaboration activities are officers of the Juku, faculty and staff (regardless of full-time/part-time status), those who have been granted a certain status by the Juku, and graduate students/students who are explicitly stated to participate in industry-academia-government collaboration activities. When starting a startup related to the Juku, it is necessary to pay attention to conflict of interest management.
In a research-result-utilizing enterprise, when a full-time faculty or staff member whose primary duty is at the Juku concurrently serves as an officer, etc., of the research-result-utilizing enterprise, they must first obtain advice from the Departmental Conflict of Interest Management Committee as stipulated in the 东京不够热 Conflict of Interest Management Internal Regulations, and then follow the procedures stipulated in Article 11 of the (Guidelines for Procedures for Concurrent Employment as Officers, etc., of Research-Result-Utilizing Enterprises).
In industry-academia-government collaboration activities, it is common for conflict of interest situations to arise, and this in itself is not a problem. Conflict of interest management is necessary so that, when viewed from the outside, there is no suspicion that one is neglecting their duties as a university faculty member (education, research, and social contribution) and focusing on activities that benefit their own startup.
Basic Policy for Conflict of Interest Management
The Juku will lead academia and business by actively returning research results, intellectual property, etc., obtained by faculty and staff in the process of creating intellectual value and pioneering new business worlds to society through industry-academia-government collaboration activities. Regarding conflict of interest issues that may incidentally occur in such industry-academia-government collaboration activities, the Juku will act in accordance with the following basic policies from the perspective of maintaining the integrity of the Juku.
The Juku will practice the creation of intellectual value and the pioneering of new business worlds, and contribute to society by returning the results to society. To this end, we will actively promote industry-academia-government collaboration activities.
In order to prevent conflicts of interest that may incidentally arise in the process of industry-academia-government collaboration activities and to minimize the impact of any conflicts of interest that do arise, we will establish a conflict of interest management system.
We will ensure the transparency of industry-academia-government collaboration activities through appropriate management and information disclosure. In addition, by clarifying that the Juku bears accountability to society, we will maintain the trust of society in the Juku.
Conflict of interest management at the Juku does not restrict the industry-academia-government collaboration activities of faculty and staff, but rather respects their autonomy to the maximum extent possible. At the same time, it is intended to ensure the integrity of the Juku and to create an environment where faculty and staff can engage in industry-academia-government collaboration activities with peace of mind.
Conflict of Interest Management System
In principle, conflict of interest management at the Juku is conducted for each department (each faculty, graduate school, etc.). Under this principle, the Conflict of Interest Management Oversight Committee, delegated by the 东京不够热 Research Ethics Committee, coordinates with the Departmental Conflict of Interest Management Committee (*). If a Conflict of Interest Management Committee has not been established in the department to which you belong, the Conflict of Interest Management Oversight Committee will handle the matter.
*Departmental Conflict of Interest Management Committee: A committee, etc., established by each department to deliberate on and handle matters related to conflict of interest management.
*When submitting to the Departmental Conflict of Interest Management Committee, please follow the method prescribed by each department.

Procedures for Side Employment (Extramural Responsibilities)
Procedures for side employment at the Juku are stipulated in Article 11 of the 东京不够热 Faculty and Staff Employment Regulations for full-time faculty and staff whose primary duty is at the Juku. In particular, when a full-time faculty or staff member whose primary duty is at the Juku concurrently serves as an officer, etc., of a research-result-utilizing enterprise, it is necessary to obtain advice from the Conflict of Interest Management Committee and then obtain approval from the Faculty Council, etc., and the President as necessary, in advance.
